LONDON (Reuters) - The largest pay-TV firm BSkyB has too much power in the supply of premium content such as Premier League soccer matches and could be made to offer it on a wholesale basis to rivals, regulator Ofcom believes.

The media regulator said in a statement on Tuesday it would launch a consultation on its view that BSkyB had market power in the wholesale supply of such content and an incentive to limit the distribution to others.

To remedy the issue, it proposes forcing BSkyB to make programming such as Premier League matches and blockbuster movies more widely available on a wholesale basis to other retailers.

“This proposal should enable consumers to access this content regardless of their choice of pay-TV platform, and provide consumers with an increased choice of service bundles,” it said.

The regulator also proposed allowing BSkyB to launch a new digital-based service called Picnic, as long as the company makes the premium sport and film channels contained within the service available on a wholesale basis to other retailers.

First there was Notes and then Exchange. This week the collaboration suite space got a lot more competitive with both Cisco and Oracle introducing new collaboration suites.

 This morning Cisco will announce WebEx Connect as part of a broader Unified Communications push that also includes Cisco Unified Communications Release 7 and Cisco Telepresence Expert on Demand. WebEx Connect is an open collaboration space that pulls together voice Instant Messaging, Web conferencing, video conferencing, e-mail, calendaring, and discussion boards.  WebEx Connect also supports widgets for extending collaboration capabilities. Release 7 adds 100 features to Cisco’s UC platform. Telephony Expert on Demand is a Telepresence kiosk so branch offices can share experts located in the main office.

The news comes on the heels of Oracle’s  Beehive announcement this week at OracleWorld. Beehive is an open, integrated communications system with instant messaging, video conferencing, and e-mail. (See Larry’s summary and video of the Beehive launch and Dana great analysis of the economics underlying enterprise messaging. ) 

Clearly both vendors will target their installed bases and many will adopt the technology due to a common sales and support structure. But for those evaluating the application in the context of Notes and Exchange what will they offer that the existing incumbents lack?

For Cisco, the emphasis will be on three points:

-          Delivery Mechanism. WebEx Connect is delivered as  Software As A Service (SAAS) so overhead costs should be be significantly lower than with a premise-based solution, such as Notes and Exchange. Larger organizations will prefer the flexibility of hosted based solutions, but Small to Medium sized Enterprise (SME) will like the lower costs associated with SAAS.

-          Tighter Integration with Unified Communications. Cisco will argue that WebEx Connect focuses on pulling together real time elements in tighter way than Notes or Exchange. By contrast, Notes and Exchange users will only get the benefits of real time collaboration with the integration of SameTime or OCS..

-          Open standards. Cisco will emphasize that it’s built on open standards.

For Beehive, Oracle is playing up what it calls Collaboration Fragmentation. As a result of the different collaboration applications, there’s been a increase in the number databases, ways of identifying users, managing users, and not to mention security credentials. DETROIT - General Motors Corp.’s treasurer said Wednesday that the automaker is planning to put its Strasbourg, France, manufacturing operation and its Hummer truck brand up for sale, and it may announce more asset sales later this year.

Company Treasurer Walter Borst said in a slide presentation at the Deutsche Bank Leveraged Finance Conference that the company expects to distribute marketing materials for both operations in October.

The slides posted on GM’s Web site Wednesday say the assets under review are worth $2 billion to $4 billion. The presentation also says GM continues to review other asset sales and will make more announcements in the fourth quarter.

“We believe that we can monetize certain assets without impacting the strategic direction of the company,” Borst said during his presentation, which was posted on GM’s investor Web site.

GM and other automakers have faced liquidity problems as losses have mounted and U.S. sales have declined. GM announced a plan in July to cut $10 billion in costs and raise another $5 billion through asset sales and borrowing through the end of next year.

On Friday, the nation’s largest automaker gave notice that it would draw the remaining $3.5 billion of a $4.5 billion revolving credit facility to boost its liquidity.

Borst said GM expects the global market to grow from 70.6 million in sales last year to more than 75 million in 2010, and says GM is positioned to capture that growth in emerging markets. The growth, coupled with cost cuts, factory capacity reductions and other management decisions, will set the stage for improved financial results by 2010, he said.

By 2010, GM will sell two-thirds of its vehicles outside the U.S., compared with 59 percent in 2007, he said.

He said GM plans to reduce its North American structural costs from $33.2 billion in 2007 to $26 billion to $27 billion in 2010. That figure includes savings from shifting retiree health care costs to a trust administered by the United Auto Workers, although the accounting of those savings could change, he said.

By 2010, the company also expects to reduce its hourly health care costs by more than $2 billion. The company spent $3.8 billion in 2007, he said.

Borst said GM is shoring up its liquidity and has the scale to be well positioned for an industry rebound.

“We’re making changes to compete and win in what we think is an industry revolution,” he said.

Allianz Australia has defended its decision to deny North Queenslanders home insurance cover for cyclone, storm and flood damage. In fact, it has been withdrawing from the market since 2003.

The company issued a statement yesterday after Townsville residents reported difficulty in sourcing cover from the insurer.

A spokesman says in some cases the company will “regretfully decline” to renew some cover for direct customers due to high “geographical concentrations of risk”. 

A spokesman for Allianz told insuranceNEWS.com.au that the company has not been taking on new direct customers in North Queensland for almost five years, and the decision not to renew existing policyholders was made in June. 

“We actually haven’t been writing business direct since 2003, and that was a decision made from a risk perspective,” the spokesman said.
 
He says direct customers living in high-risk areas only represent a small proportion of its customer base. 

“We have less than 500 customers that this decision impacts on directly,” the spokesman said.  

Customers who have purchased Allianz products through brokers and financial institutions will not be affected.

I’m not sure whether I should call the new Theatre HD Player Kodak’s answer to Apple TV, but that’s the best analogy I can come up with on short notice. Whether it is or not, Kodak is doing its best to get into your living room with a little Wi-Fi-enabled black box that connects to your HDTV, displays images and other multimedia content, and links directly to Kodak Gallery, the company’s online photo-sharing service, and Flickr. Due to roll out in September, the Theatre HD Player will retail for $299.99 and continue to add features through firmware upgrades after it’s launched.

Kodak calls the Theatre HD Player, “An interactive device displaying personal content–pictures, video, podcasts, music–and Web-based content on a HDTV, while wirelessly connecting to a household’s private Wi-Fi network.” In a nod to the Nintendo Wii’s popularity, Kodak includes gyroscopic remote, and you navigate the onscreen menus much like you would with the Wiimote. Like Apple, Kodak has an alliance with YouTube for video content. RadioTime is onboard for streaming audio.

In its press release, Kodak notes that the “Theatre HD Player lets consumers relive their favorite, and even forgotten, memories in customized slide shows, incorporating their personal music and video collections, Internet Radio, plus online video- and photo-sharing sites. Consumers can also edit and upload images and videos to popular online content sharing sites on their HDTV from the comfort of their living room.” It’s able to display high-resolution still images in a 16:9 aspect ratio and 720p video through it’s HDMI and component video connections.

I got a look at the unit last night at an event for the product’s unveiling (along with a few other Kodak products) and thought it had some nice features and an elegant menu system. There’s some promise here. However, the Theatre HD Player is going to pose a marketing challenge for Kodak. Company reps seemed to shrug off the fact that the little black box’s price tag approaches that of the Playstation 3, which not only has built-in memory card slots (and a hard drive), a good photo viewing application, and the ability to play back music and video files from your computer, but there’s that built-in Blu-ray player–and oh, it plays games and has a Web browser. In my humble opinion, this device needs to cost less than $200 and probably closer to $150 to be viable. Of course, I keep telling Apple TV reps the same thing about their device, but that hasn’t seemed to have had much of an impact.
